I'm really pleased that lesbians exist in the show as well. I'm worried it's going to be fan service for straight male viewers, and I'm hopeful we'll have some representation by a cool and interesting character. No matter what happens, we'll be free to write it right in fic :-)

I think, based on the masculine hand wearing the ring we saw on her shoulder in the ATM photo that Kate was taken by another man, which of course will totally, retroactively make the stalking not only okay but good when Neal finds out. See, he was right not to assume she was the sort of awful woman who thinks she is her own self and can break up with a man and move out without his permission!

But I like your explanation a lot better. I'm spoiler free, so I haven't read anything about the show, not even who the writers are. I think it's possible some of the other writers who are not Jeff Eastin will have a healthier view of stalking, and will try to redeem the character. The thing where he doesn't want to use guns does seem to indicate that they want him to be a thief and an opportunist, yes, but not someone who hurts people. (I think stealing from someone does hurt them, but I can see how Neal might feel differently.)

As for Peter, I don't think they've showed his and Elizabeth's relationship in a very good light. But if we overlook the misuse of public resources, maybe the stalking is a fully consensual, fun and freaky game they like to play? She did seem to think that Neal stalking Kate was the best and most romantic thing ever. No, seriously, I don't think there's any way of not having Peter be skeevy in canon. We'll just have to hope he sees the error of his ways, and resolves to do better.
